Does God Manipulate Circumstances or Only Redeem Them?

“I would like to understand if God intervenes and manipulates circumstances or if he only redeems whatever circumstance we happen to find ourselves in. For example, as Christians we say we are blessed by God with a job or a family, but does that mean that God chose not to bless someone else who really wants a job or a family but didn’t get those things? I think this affects how we understand God’s character and whether he truly loves all people equally.”
